Rather than instruct you on how to build a website with webs, I am going to advise you on why you should not.
Webs has always been the default roleplay place. It was what got me into rping in the first place. But as the years went by, the money-mongers that run it decided that they did not want to pander to the poor, pre-teen/teen population, and instead, wanted to charge prices for the few adults who actually used webs as their host. Which meant that every year, features of webs that were once free were moved off to the premium only packages, and bit by bit, webs usefulness faded into obscurity.
So why not webs?
There are a lot better options out there that are coming more and more to light. Weebly is now the preferred site host with its free, unlimited options. Proboards has proven itself to be a more desirable forums option. Chatango is epic for shoutboxes (despite the late revelation that posts are now limited to roughly 200 words).
So this is the take on webs. Though I have long used it myself, it has failed me, in my eyes, by creating tons of limitations and dwindling its free options down to nothing.

- Unless you have the old version of sitebuilder still (which, few ever do), you no longer have chatboxes. You also no longer have the option of putting in the HTML box so that you can put chatango or chatboxes into your site.
- Your sites have extremely limited bandwidth, so even if you switch to forums, there still is not a lot of storage for your site (ie: pictures, text, and every post now take up more bandwidth).
- Storage has always sucked. So don't think you can get away with having a lot of awesome graphics on your site. And if you have a lot of members with a lot of characters, say buh-bye to character pictures.
- The forums have always been iffy with their limited amount of boards and topics options, but now, every forum post also takes up a lot of bandwidth. If your site keeps growing, you will run into the bandwidth issue again.
- The limit of pages for free are 10 (or 8).
